નવી દિલ્હી: ચૂંટણીને લઈને કેન્દ્ર સરકારે એક મહત્વપૂર્ણ નિર્ણય કર્યો છે. સરકારે કેટલાક ઈલેક્ટ્રોનિક દસ્તાવેજો જેવા કે CCTV કેમેરા અને વેબકાસ્ટિંગ ફૂટેજ તેમજ ઉમેદવારોના વિડિયો રેકોર્ડિંગના જાહેર નિરીક્ષણને રોકવા માટે ચૂંટણીના નિયમોમાં ફેરફાર કર્યો છે, જેથી તેનો દુરુપયોગ અટકાવી શકાય. ચૂંટણી પંચની ભલામણના આધારે કેન્દ્રીય કાયદા મંત્રાલયે શુક્રવારે ચૂંટણીના આચાર નિયમો, 1961ના નિયમ 93(2)(a)માં સુધારો કર્યો છે, જેથી જાહેર નિરીક્ષણ માટે ખુલ્લા કાગળો અથવા દસ્તાવેજોના પ્રકારને પ્રતિબંધિત કરવામાં આવે. હવેથી ચૂંટણી સંબંધિત તમામ દસ્તાવેજો જનતા માટે ઉપલબ્ધ નહીં રહેશે.
CCTV ફૂટેજના સંભવિત દુરુપયોગના ગંભીર મુદ્દાને ધ્યાનમાં રાખી નિયમમાં સુધારો કરાયો
નિયમ 93 મુજબ ચૂંટણી સંબંધિત તમામ દસ્તાવેજો જાહેર નિરીક્ષણ માટે ખુલ્લા રહેશે. કાયદા મંત્રાલય અને ચૂંટણી પંચના અધિકારીઓ કહ્યું હતું કે, એક કોર્ટ કેસ આ સુધારા કરવા પાછળનું કારણ હતું. આ અંગે ચૂંટણી પંચના સૂત્રોએ જણાવ્યું હતું કે, હકીકતમાં ઉમેદવાર પહેલાથી જ તમામ દસ્તાવેજો અને કાગળોને જોઈ શકે છે. આ અંગેના નિયમોમાં કોઈ સુધારો કરવામાં આવ્યો નથી. આ અસ્પષ્ટતાને દૂર કરવા અને મતદાન મથકની અંદર CCTV ફૂટેજનો દુરુપયોગ અટકાવવા માટે અને તેની સાથે મતદાનની ગુપ્તતાના ઉલ્લંઘન અને આર્ટિફિશિયલ ઇન્ટેલિજન્સનો ઉપયોગ કરી કોઈ વ્યક્તિ દ્વારા મતદાન મથકની અંદર CCTV ફૂટેજના સંભવિત દુરુપયોગના ગંભીર મુદ્દાને ધ્યાનમાં રાખીને આ નિયમમાં સુધારો કરવામાં આવ્યો છે.

ચૂંટણી પંચનું માનવું છે કે, CCTV ફૂટેજ શેર કરવાથી ગંભીર પરિણામો આવી શકે છે. ખાસ કરીને જમ્મુ અને કાશ્મીર, નક્સલ પ્રભાવિત વિસ્તારો જેવા સંવેદનશીલ વિસ્તારોમાં જ્યાં ગોપનીયતા રાખવી ખુબ મહત્ત્વપૂર્ણ હોય છે. મતદારોનો જીવ પણ જોખમમાં મુકાઈ શકે છે. જો કે, બીજા ચૂંટણીના તમામ કાગળો અને દસ્તાવેજો જાહેર નિરીક્ષણ માટે ઉપલબ્ધ રહેશે.
